We’re looking for a Strategy Team Lead to join the team responsible for delivering TPR’s corporate strategy and annual strategic review in the line with the new operating model implemented as part of the TPR Future Programme. Reporting to the Head of Strategy and Insight, Strategy Team Leads lead the process of designing, implementing and embedding TPR’s new Strategic Framework across the organisation.

Alongside these core functions this role with have a more specific focus on building and managing TPR’s strategic relationships with key external partners (eg the FCA, the Pension Protection Fund, the Money and Pensions Service etc). Acting as an external ambassador for the TPR’s Corporate Strategy and working internally with the Board and Executive Committee (ExCo) as well as the TPR directorates, this role will help TPR achieve its strategic ambitions by developing and maintaining strategic partnerships with key organisations in the broader pensions and long-term savings landscape.


  • Build and maintain relationships with external stakeholders for the purpose of defining TPR’s long-term strategic agenda in the context of the wider regulatory and governmental framework (both within pensions but also, where relevant, in a broader regulatory context).
  • Report to the Head of Strategy, but also apply guidance and steer from the Executive Director of Strategy and Risk.
  • Work collaboratively with the other areas of the organisation to coordinate the production of strategic products and facilitate Board and senior management decision-making.
  • Regularly interact with ExCo and Heads of Departments and be responsible for delivering large pieces of strategy work.
  • Lead stakeholder sessions up to ExCo level, designing content and delivering output through the organisation and alongside local partners in Policy, Comms etc.
  • Undertake team management work at Board and Exco strategy days, delivering final standard materials and presenting to those materials at these events.
  • Candidates must be comfortable working with ambiguous and often contradictory inputs and be able autonomously to suggest solutions to key strategic challenges.

Essential and desirable criteria


  • Degree and / or extensive relevant previous experience in working within a strategy or outward-facing policy function of a large organisation / regulator / government department.
  • Comfortable investigating and interacting broadly across all area of an organisation and engaging with external stakeholders to develop strategic products and make strategic recommendations to senior management on both a ‘development’ and annual cycle basis.
  • Comfortable working creatively at a conceptual level in a highly emergent environment both inside and outside of the organisation with the ability to flex and apply skill sets to develop and deliver new strategic initiatives and activities.
  • Deep understanding of the UK pensions industry, financial markets and regulatory regime (including the key regulatory and governmental organisations).
  • Extensive knowledge of defined benefit, defined contribution and automatic enrolment market structures, risks, principles and operations, and of mapping customer journeys or user experiences.
  • Comfortable engaging, facilitating and influencing at all levels including senior executive level stakeholders, including delivering persuasive presentations or briefings.


  • Analytical mind set with excellent critical thinking skills and an ability to synthesise lots of information from a range of sources into coherent frameworks and persuasive narratives.
  • Ability to lead hypothesis-led insight processes and apply original thought and judgement to problems.
