We are looking for a senior campaigns manager to lead the communications function for pensions dashboards. Working within an internal project team and with stakeholders in other government departments, you will be responsible for the development of the communications proposition and communications strategy for TPR to fulfil its role in pensions dashboards.

You will design, develop and delivery multi-channel campaigns to influence opinion and drive behaviour change amongst TPR’s regulated community so they prepare and comply with duties associated with the pensions dashboards.

  • Engage with senior-level customers across TPR and partner organisations (PDP - Pensions Dashboards Programme – DWP, MAPs and FCA) as you define TPR’s communications’ proposition and ensure the delivery of aligned, coherent and effective communications as per agreed strategy.
  • Lead the planning, development, delivery and evaluation of effective, segmented and targeted multi-channel communications to set expectations and drive behaviour change amongst both regulated entities and wider industry.
  • Ensure effectiveness of campaigns is understood and optimise activities accordingly.
  • Apply test and learn and insights from research to evolve communications messages and approach as the project progresses.
  • Ensure the messaging and channels supporting TPR’s communications are aligned with the wider communications strategy and work with senior-level customers across the business.
  • Deputise for the Head of Campaigns at pensions dashboards meetings as required.
  • Oversee the relationship with third party suppliers if appropriate to ensure delivery of effective communications as per agreed contractual requirements.
  • Design and, if appropriate, recruit the communications team required to deliver dashboards communications. Manage this resource ensuring performance management processes are followed.
  • Manage the overall campaigns budget to ensure all activities are delivered within agreed budgets and to ensure that formal procurement and finance processes are adhered to.

Essential and desirable criteria


  • Extensive experience in a multi-channel marketing role.
  • Ability to understand business objectives and develop a communications proposition and strategy.
  • Experience of planning, management and evaluation of behaviour change campaigns.
  • An outcome focused approach with the ability to effectively deliver to deadlines.
  • Understanding of customer segmentation.
  • Experience of management of contact data and use of CRM solutions.
  • Experience of print, production and design.
  • Strong digital marketing skills including display, email and social media.
  • Experience of planning/utilising marketing research for campaigns and marketing purposes.
  • Proven experience of “test and learn” to inform the evolution of communications activity.
  • Experience of working with external stakeholders and suppliers on strategic campaigns.
  • Strong project management skills.
  • Strong agency and internal/external supplier management skills.
  • Budget management and procurement experience.
  • Line management experience.
