Total number of TPR staff from 2016 to 2025

Request

For each financial year from 2016-17 up to and including 2024-25, please provide the following information for the Pensions Regulator either as headcount or full-time equivalent (FTE):

  1. Total number of staff
  2. Number of staff working on policy
  3. Number of staff working on communications (including media, press, public relations and digital communications)
  4. Number of staff working on human resources (including HR, people, organisational development and similar functions)
  5. Number of staff working on ESG (environmental, social and governance, sustainability, climate or net zero roles)
  6. Number of staff working on diversity (including equality, diversity and inclusion roles, EDI officers, equalities teams etc.)

Response

I confirm that we hold some of the information you have requested. However, point 1 is exempt from disclosure and the remaining information is only held from the financial years 2017/18 onwards.

Information we are unable to supply

Section 21 – Information accessible to applicant by other means

I can confirm we hold the information total number of staff for each of the financial years (point 1 of your request). However, it is exempt from disclosure under Section 21 of the FoIA. This is because the information is already reasonably accessible to you in our Annual Report and Accounts, available on our website.

Information we are able to supply

Table 1 provides the average full-time equivalent (FTE) for points 2, 3, 4, 5 and 6 for each financial year between and including 2017/18 to 2024/25.

[2] We have interpreted the term ‘policy’ in your request to refer to external policy developed in the course of performing our statutory function and regulating workplace pension schemes only. As such, the figure does not include FTE working in internal policy related to our operations.

[3] There will have been various roles across the organisation which sat outside the Policy team but did contribute to the development of pension related policy. We do not hold data on the time roles external to the policy team spent supporting the development of pensions policy. You should therefore interpret this figure as the FTE dedicated primarily to the development of pension policy in the Policy team rather that then total FTE involved in developing pension policy for that given year.  

[4] The communications figure includes regulatory communications, which covers our work on communicating our regulatory work to our regulated sector, as well as internal and press communications.

[5] The figure for ESG refers to staff working on internal implementation. It does not include staff who working on our regulatory work to ensure pension scheme’s implement ESG requirements set for the sector.

[6] The diversity function is part of the HR team and therefore the diversity team FTE is included in both ‘HR’ and Diversity FTE figure.
