We operate a hybrid working model, subject to government guidelines, where regular attendance in our Brighton office is required. Attendance in the office is team and role dependent.

Role

We are looking for an experienced Programme Manager who can lead our strategic Digital Data and Technology (DDaT) Directorate Organisational Transformation, this includes the transition of the current Digital Services Delivery (DSD) Programme and to embed this into standard operational ways of working.

The DSD programme is a mature initiative and is delivering new Digital products in-line with Government Digital Service Standards to capture and analyse pensions industry data to drive decision making in support of market regulation.

The next 12 months is a challenging period for the emerging DDaT directorate, and this role will lead the transformation of embedding new approaches into the new organisational design and operational service in our DDaT Directorate.

The role will require an individual with ambition, drive and pragmatism as well as a capability to draw upon experiences learned from similar activities in other organisations.

Responsibilities

You will:

  • provide programme leadership to build and maintain an effective and collaborative team with a shared sense of direction
  • build and maintain relationships with partners and executives across TPR to deliver expected outcomes within cost, time and quality tolerances
  • implement and support appropriate governance, ensuring executive awareness of progress and to communicate options taking into account a balanced view of risk
  • develop and implement an agreed plan to handover long-term DSD Programme operations into an operational service team
  • design and facilitate appropriate governance, using astute judgement to prepare the agenda for governance meetings and support content and to challenge and refine attendance
  • strive to understand cross TPR needs and put into effect appropriates plans to enable positive change
  • gather and present information with options and recommendations to enable informed decision making by team members up to Executive Director / ExCo level
  • use deep proven experience to align the programme structure to maximise efficiency and to deliver validated outcomes to the required quality tolerances
  • prepare and maintain a strategic roadmap and an Agile delivery methodology, maximising in-house enablers and templates
  • be aware of the agreed case and proactively highlight where delivery will fall short of documented benefits and expectations spanning Cost, Scope, Quality or Time.
  • manage change requests to ensure that corporate expectations are carefully set
  • estimate, secure and manage (or matrix manage) assigned programme resources
  • devise assumptions and business input to prepare estimated resource plans and budgets to support corporate planning
  • identify, evaluate, and proactively manage risks, assumptions, issues, and dependencies to inform pragmatic options
  • understand and meet the requirements for the Government Service Standards and Technology Code of Practice and implement the project approach to successfully navigate these

Essential criteria

  • Demonstrable experience of leading programmes within a regulatory or government environment to achieve expected outcomes within agreed tolerances.
  • Experience of digital organisational design and delivering digital products in compliance with Government Service Standards and Technology Code of Practice.
  • Experience of establishing digital service operations within a directorate.
  • Experience of complex risk, issue and dependency management across complex partners within a highly governed environment.
  • Stakeholder management at all levels and facilitation to be able to conclude discussions and reach consensus where multiple partners may have multiple conflicting views.
  • Leadership experience and personal gravitas to become a natural leader and figurehead for the Programme of work.
  • Accreditation in an industry-recognised programme management qualification, or equivalent experience.
  • Applied appropriate change governance through full lifecycle from receipt of request through to implementation.
