Project Victor

The Pensions Regulator carried out an investigation into the activities of the trustees of the below schemes and other connected parties:

  • Target Source Media Pension Scheme
  • Helping Hands Retirement Benefit Scheme
  • Helping Hands Pension Scheme

In November 2021 we decided to close our investigation. We based this on our assessment of the evidence we held and likely prospects of prosecution. We did not consider we held sufficient evidence to proceed with enforcement action.


Right to review under the Victims' Code

Where we have opened a formal criminal investigation, victims can ask for a review of our decision not to bring charges or to end all proceedings if they are not satisfied with it. For more details , please see the Code of Practice for Victims of Crime in England and Wales on GOV.UK.
